The appropriate amount of carbohydrates for an individual depends on their activity level, so if an athlete and a sedentary person both eat a loaf of bread, the athlete's body will use it to power their workout, while the sedentary person's body will use what little it needs and the rest will turn to fat.
It is also important to remember that muscle burns fat, so people who don't get enough carbs in their diet might have a lower weight, but they are far less likely to have a lower body fat percentage than someone who does.
